This paper examines Russia&#039;s economic diplomacy towards the member states of the Gulf Cooperation Council (GCC) in the context of the Ukraine crisis. The central research question is: What instruments does Russia&#039;s economic diplomacy employ towards the GCC states, and what objectives does it pursue under the conditions of the Ukraine crisis? The hypothesis posits that the Ukraine crisis, by restricting Russia&#039;s access to Western markets and investments, has heightened the importance of economic diplomacy with non-Western partners. Consequently, Russia has sought to consolidate its geopolitical and economic standing in the region by leveraging energy agreements, alternative payment mechanisms, and joint investment funds.<br />
<br />
Employing a qualitative and descriptive-analytical methodology, the study collects data from library sources, academic articles, and official statistical reports up to the year 2025. An analysis of economic, trade, and investment trends reveals that GCC states, particularly the UAE and Qatar, have engaged with Russia flexibly and proactively. In contrast, others, such as Bahrain and Kuwait, have adopted a more cautious approach. Cooperation has primarily focused on energy, joint investments, trade, and alternative financial mechanisms.<br />
<br />
The findings indicate that Russia&#039;s economic diplomacy has successfully mitigated the impact of Western sanctions by establishing energy agreements, joint investment funds, and developing alternative financial channels, thereby fostering a stable network of economic cooperation in the region. However, structural limitations, international pressures, and the GCC members&#039; security dependencies have prevented the formation of a full economic alliance. Therefore, Russia&#039;s engagement with the GCC is projected to continue on a project-specific and multilateral basis in the short to medium term, with the potential for long-term cooperation contingent upon designing institutional frameworks and effective risk management.
