The approach governing the current research was qualitative and was carried out using the method of qualitative content analysis. The study population of this research included all the experts in the field of the studied subject in Kermanshah province, and the participants were selected using the purposeful snowball sampling method. The criterion for determining the sample size was reaching data saturation, and data saturation was achieved through interviews with 12 people. Data were analyzed using three-step coding. Validity was confirmed using the four concepts of validity, transferability, verifiability and reliability. Based on the results, 50 key concepts and 9 comprehensive classes and barriers were identified and presented, including communication-informational barriers (A), financial barriers (B), motivational barriers (C), legal barriers (D), barriers related to product quality (E), competitive barriers (F), lack of proper facilities and equipment (G), management barriers (H) and environmental barriers (I). In general, for the development of exports, obstacles should be controlled, adjusted or even eliminated as much as possible at the macro and micro levels, and the realization of this depends on the existence of a systemic perspective from all relevant stakeholders such as policy makers. and macro planners, provincial officials and managers and the owners and even the personnel of the studied businesses. Based on the results of the review, it is recommended in policies and planning with emphasis on removing the effect of sanctions.
