Technology transfer and deepening dependence; Explain a development dilemma

Abstract

In the age of knowledge-based economy, the most important factor of production is knowledge and technology. Due to the important role of knowledge in the economic situation and the shortening of technology life and the impossibility of inventing all the necessary technologies for all countries of the world; Importing technology has become an inevitable component of development. As a result, dependence on knowledge and technology has become one of the main centers of dependence. Therefore, examining the relationship between technology transfer and dependency as an important issue in development needs to be investigated. Due to the short life of technology, technology imports, copying and even reverse engineering alone can not meet the need for new technologies.

Because technologies have become very complex and precise, and the production of each piece of it requires a variety of other complex equipment that must also be imported, which will lead to greater technological dependence. Technology transfer from developed countries, in addition to its many benefits for third world countries, also brings evolving issues and problems for these countries. One of these problems is the dependency dynamics of technology. This research is a descriptive-analytical method. It has been used to describe the documentary information contained in domestic and foreign databases and to analyze the theoretical apparatus of institutionalism to explain the role of laws and firms in the localization of imported technology and to prevent dependence. In order to achieve development, it is necessary to provide the necessary institutional arrangements for technology transfer, and institutional reforms and, above all, policy-making in the field of access to technology prior to technology transfer. Until these reflections of ideas and institutional arrangements occur, we will face the deepening of dependence and the increase of the fragility of the national system under the name of technology transfer.
